​State-Affiliated Entities


The PennWATCH Act defines the following agencies as state-affiliated entities.  Salaries of employees at these entities are not funded through the state budget. 


Other agencies included in PennWATCH may also have employees who are paid with federal funds, tolls, or fees.  You should contact an agency directly for information about funding of employee salaries.


PA Turnpike Commission


The Pennsylvania Turnpike Commission does not receive state funds through the Commonwealth’s budgeted appropriations.   Salaries of Pennsylvania Turnpike Commission employees are not paid from state tax dollars.


Pennsylvania Gaming Control Board


No tax dollars are used to fund the Pennsylvania Gaming Control Board, its employees’ salaries or its operations.  All funding for the agency is paid through statutory assessments and charges as well as license application fees by entities operating in and benefitting through the casino industry.


Pennsylvania Housing Finance Agency


The Pennsylvania Housing Finance Agency does not receive state funds through the Commonwealth’s budgeted appropriations for its operations or program administration.   Salaries of the employees of the Pennsylvania Housing Finance Agency are not paid from tax dollars. 


Pennsylvania Infrastructure Investment Authority


The Pennsylvania Infrastructure Investment Authority does not receive state funds through the Commonwealth’s general funds budgeted appropriations.   Salaries of the employees of the Pennsylvania Infrastructure Investment Authority are not paid from state tax dollars. 


Public School Employees’ Retirement System


PSERS is an independent administrative board directed by a governing board of trustees.  Under the Public School Employees' Retirement System Retirement Code, Title 24, Pa.C.S. §8502 (c), the administrative budget, including employee compensation and salary, is not funded from the Commonwealth’s General Fund, rather from the investment earnings of the PSERS fund.


State Public School Building Authority


The State Public School Building Authority does not receive an appropriation from the Commonwealth of Pennsylvania.  The Authority is funded from administrative fees charged to participating colleges and universities by the Pennsylvania Higher Educational Facilities Authority and investment income.
